Creates the canonical Quirk Systems GitHub Prompt Pack in the organization .github repository.

Implementation

• Adds the eleven portable prompt source files
• Adds a human-readable system guide
• Documents the Quirk Prompt Spine and file-placement model
• Provides an organization-level source from which repositories can selectively adopt prompts

Verification

• Confirmed all thirteen catalog files were created on the feature branch
• No existing organization profile or community-health files changed
